If you are spamming and using backlink tools for optimization that is consider as black hat because google penalizes the site that using this kind of tactics.

Content marketing is relatively cheap compared to most other options, but it requires you to invest your time, effort and a lot of patience before you can reap its returns. That's why I don't waste my time and use paidforumposting.com service. I like them and highly recommend.

Using any automated link building programs are considered black hat plus using the same content/anchor again and again to build too many backlinks also come in this category.
