The IEEE 802.22 Working Group started its activities in 2004 with the aim of achieving a regional radio network. The frequency bands used are primarily the digital dividend, that is to say the frequency bands that will be freed when television will fully and finally digital. In France, it is planned for 2010. In the rest of the world, this should be spread between now and 2015.

The charter of IEEE 802.22, the Working Group on Wireless Regional Area Networks ("WRANs"), under the PAR approved by the IEEE-SA Standards Board is to develop a standard for a cognitive radio-based PHY/MAC/air_interface for use by license-exempt devices on a non-interfering basis in spectrum that is allocated to the TV Broadcast Service.

IEEE 802.22 WRAN will be based on cognitive radio technology. WRAN systems will be able to sense the spectrum to identify unused TV channels, and utilize these channels for fixed wireless access without interfering with excisting users, including TV receivers and wireless microphones.

The target of IEEE 802.22 WRAN is to provide fixed wireless access with a typical cell radius of 33 km and a maximum of 100 km. The main characteristics of the IEEE 802.22 WRAN system are:

Sensing the spectrum to identify free TV channels
6 (7/8) MHz radio channel
Channel capacity of 18 Mbit/s
User capacity
downlink: up to 1,5 Mbit/s
uplink: up to 384 kbit/s
Over subscription ratio: 50
subscribers per forward channel: 600
