In my opinion PHP is the best for Website Building.
PHP is a server-side scripting language designed for web development but also used as a general-purpose programming language. PHP is now installed on more than 244 million websites and 2.1 million web servers.
PHP is geared towards MySQL databases . PHP  has higher demand in the market.
So  personally, I prefer the PHP/MySQL method, but this is just personal preference.

JavaScript is often necessary. JavaScript is a 'client-side' scripting language, which means it can interact directly with the user because your program is run by their own browser. This allows you to change page content 'on-the-fly' (e.g. when the end-user selects something from a drop-down list, a second sub-selection drop-down list appears with options based on their first selection).

There is no 'perfect' language. Each has its own specialties, so it's good to know several dialects

To make a website, you'll probably need:
HTML - The hypertext markup language is the standard way of presenting data in a web browser. All website use HTML
CSS - Cascading Style-Sheets, isn't much of a language, but more as a subset of HTML that can be used to style your websites.
Javascript - simple client-side scripting language. It's used to add effects to your page, but it has some limitations
PHP - a server-side programming language, it is can be used to work with databases, and work with files on the server (things Javascript can't do). PHP is very similar to the C programming language

i absolutely agree with you! Choice of language for developing of website always depends on purposes of website and a budget also  :D

I also think that PHP is a good choice. This language offers such solutions as online calculators for websites, different types of converters, website search and login systems, cookies and dynamic signatures. Thanks to functionalities developed in PHP and added to a website it becomes more interactive and dynamic. By the way, if you don't have enough skills to create a website using PHP by yourself, it is better to hire a developer. Don't think that it is too expensive! There are countries that offer programmers who can do this work at a reasonable price.
